Reports by the Officers
President – Allen Hayes
Honey Show Judging Class going quite well. Completely sold out: 26 registered, 2 more not firm. Cut off will be 35 students. $1,125 received, Jim Thompson texts $16 per student, 40 purchased. At break even point: $480 for books, speakers stipends $100 each with 6 honoraria expected. Overall $45 above cost. Should be a couple of extra copies of text. Atago sending 4 demonstrator refractometers. Class will take place October 19, 2016 at JPL, Building 200 in Laurel, MD.
Bill McGiffin: can we call out James Thompson, Wyatt Mangum, John Crawford for thanks in supporting the class in meeting?
Treasurer - Robert Crouse (report attached): Financial statement distributed at meeting is dated 10/1. MSBA has 836 members (a record), 16 of them complimentary. 286 are Life Members, 9 additional since last meeting, 5 of these never having been MSBA members in the past. There were 169 non-renewals, 226 new members. This compares to 168 new members in 2013, and 238 in 2012. Non-remewals are troubling, often one-year members.
36 License plate renewals took place. Total 2016 revenues are $16,015.90, $11,066.67 when contribution to the Apiary Enhancement Fund are considered. Expenses total $9,417.64, creating a variance of $6,598.26, but this is before expenses for the November meeting, including speaker fees and travel, and MSBA Honey Show costs are taken into consideration.
The MSBA By-Laws indicate that we are due for an audit. Would like referral to auditor, potentially a member. Doesn’t have to be a CPA but can work for a CPA. A committee can also do this. Previous cost was $140 two years ago.
Secretary/BeeLine Editor – Toni Burnham
Upcoming newsletter to include coverage of FDA antibiotic regulation change, CMBA Kabler Award, MSBA t-shirt sales, EAS, Honey Harvest Festival, and usual agenda and speaker bios. Newletter costs are declining (about $125 for 200 hard copies (including 50+ for distribution at Fall meeting) and $60 for postage. We are down to 120 hard copy recipients.
Website is successfully handling Honey Judging class registrations and payments, as well as supporting materials for class (eliminating copy costs to organizers). This capability is available for other projects, and could be extended to member clubs. Unknown treasurer impact for such service, however.
Inclusion on the Swarm and Structural Removal page is available to any current member and they can contact Toni at either HYPERLINK "mailto:beeline@mdbeekeepers.org" beeline@mdbeekeepers.org or HYPERLINK "mailto:dcbees@dcbeekeepers.org" dcbees@dcbeekeepers.org to request inclusion.
Members are encouraged to submit materials for inclusion on the web site.
Vice-President – Jim Fraser
Fall 2016 Meeting agenda will take place November 12 at the Maryland Department of Agriculture in Annapolis. Kent Williams is keynote, agenda includes Tracy Velasquez on state Mosquito Spraying program, master gardener Marie Rojas on planting pollinator forage, Samuel Ramsey of BeeInformed on his latest varroa research. Elections and Imirie, Free State Awards will be scheduled. James Naurot will receive a life membership reward for his service. MDA will set up room on Thursday because November 11 is Veterans Day. Vendors will be set up in the corridor to minimize noise in the meeting room: they will include Mann Lake and Dadant.
The search continues for a larger meeting space for the Winter Meeting, which has grown beyond the capacity of the Dining Hall at the Howard County Fairgrounds (about 200 attendees, costing $150 in rental). Possible fire code issues. Would prefer a location with a vestibule to separate vendors for presentations/create space. Other buildings not appropriate due to large size or expense ($2500 per day with no tables/chairs). Please email suggestions for alternatives. Will check out ideas.
Honey Show Superintendent not yet recruited. Debbie Hewitt: AABA will provide volunteers for check in, etc. George Wilson may be considered. We need to get volunteer to sit with David Morris and learn how to operate judging spreadsheet. Perhaps honey show student may sit in. Can volunteers receive some kind of support, honorarium or mileage, token of appreciation. Three judges, 2 assistants, plus David Morris required.

EAS Director – Tim McMahon
Over 67 Maryland beekeepers attended EAS 2016 at Richard Stockton University in Galloway, NJ, July 25-29. Had hoped for 100 from Maryland. Over 600 total in attendance. Larry Truchon passed Master Beekeeper exam on his first try. Many others took sections. 27 candidates took exam, 9-10 passed. Next EAS will be 50th Anniversary, July 31-August 4, 2017 at the University of Delaware, very close by, programming by Dr. Dewey Caron. Virginia will host EAS in 2018, possibly lower Eastern Shore. Will once again be touring all county clubs. Beneficial to MSBA profile and community. Will provide EAS information for the newsletter. There are 3 board meetings per year, able to do by teleconference. Delaware team meeting every 2 weeks. Dr. Deborah Delaney is in place for at least one more year, will work on EAS. EAS Director for Delaware, Barbara Bower, heading up effort.

Old Business
MSBA Membership update – see Treasurer’s report.
ETO Chamber – Bob Crouse, Toni Burnham: Currently Toni’s responsibility. Requested help from Phil Davidson, no response. Advised to get with his boss. Seeking meeting to discuss what part of the ETO label/exemption process is the State’s, what is MSBA’s. Ashley Jones offering advice. Will need to get ETO, find applicator, landscapers association has signaled interest in helping. Paul Dill willing to become a certified applicator, not a difficult step to take. Remember, MSBA did not wish to be the service provider, or to store ETO chamber. How to charge, schedule. Might be easier to go with a business. Elizabeth Hill says EPA rule making may change, possible requirement for special fumigation registration. Would be best to find a member. Robert Crouse: concerned about pressure test, door seal a problem. Inspection service certified by Maryland: received letter. Maryland code states that vessel on wheels located on farm for agriculture is exempt. Still requires a seal. Legally in the clear, functionally some questions.
WellBeeing App: Contact Robyn Rose for update on MAAREC. Marianne Frazier thanked MSBA at EAS for contribution. Latter has retired. Toni will ask where MAAREC resides.
Honey Harvest Festival: Lindsey Barranco email received by board. Many attendees (2000+), many beekeeper volunteers: 4 clubs (AABA, BUMBA, MCBA & MSBA). Include letter in BeeLine. Was cash flow positive: $215 to date. Maryland Parks very happy. Brookside would like 2017 commitment very soon. Lindsey moving on. Different or same location? Brookside advertising, kid activities very valuable. Tim: shouldn’t we move it around? Steve: this complicates matters unnecessarily. Should encourage local associations instead. Allen: some benefit to local clubs if we hold it in other places. Steve: willing to provide consultative advice. Jim: If the new coordinator wants it elsewhere, OK. Toni: new leadership means not changing too many other variables. Allen: let’s vote. Toni moves to stay in 2017 but immediately research additional locations. Tim/Jim seconds. Discussion: Steve thinks this festival should stay, additional should be developed. Motion carries unanimously. Perhaps create a white paper on “How To Make This Festival.”
Place meeting notices in ABJ and BeeCulture. All have been placed, covering 2017.
MDA/DNR Rules Re: Shooting Bears that attack hives: Ben Cooper and Marc Hoffman tasked. Drafted a statute inconsistent rules between MDA and DNR, COMAR 10-423. Contacted Allegheny Farm Bureau. Supportive. Add managed pollinators, ask MFB to add to their policy. Local farm bureaus must participate. Or local beekeepers must lean on local DNR office. Steve: why kill and not fence. Marc will be representing MSBA at Farm Bureau Conference, possibly bringing Montgomery County support, too. Toni will send recommended language as Secretary to county clubs to ask them to talk with local farm bureau. Consistency of livestock language.
Proposed FDA Rule Making Re; Antibiotics and Bees: Mann Lake says there was an exception to need to get vet prescription to use beekeeping antibiotics. Cybil says Terramycin, Tylan not rescinded. FDA leadership not going to budge. Much is still changing. Cybil to create seminar for veterinarians February 1, 2017, working with ARS/Beltsville.
Web site update: see Secretary’s Report
MSBA T-Shirts Shipping: Good shape, good decision. We make $4 per shirt. Selling well.

New Business
Vendors at Fall Meeting? Yes, see VP report.
Imirie and Free State Awards: Jody King: we need nominees and to vote. Allen: Free State for James Naurot. Toni moves that James receive Free State Award, no discussion. Unanimously carries. Toni nominates David Morris. Steve seconds. Carries unanimously.
Nomination Committee for MSBA Elections: Debbie Hewitt has begun. Two directors needed: Steve and Maggie. Suggestions welcome.
New Auditor: See Treasurer’s report.
Steve McDaniel/CMBA award from League of Conservation Voters: pollinator forage bill in process. Will MSBA partner with Smart on Pesticides Coalition? Moves to join coalition and help with legislative agenda. Linda seconds. Discussion: no financial component. Extensive discussion re: causality, threat level, science. Motion to close discussion from Janet. President puts original motion to a vote. In favor: Fred, Jody, Linda, Steve. Opposed: Bob, Bill, Debbie, Elizabeth, Jim, Paul, Tim. Ben, Janet, Toni abstain. Motion does not carry.
Maryland Mosquito Control Meeting 11/18: Cybil: Tracey Velasquez (BUMBA VP) requested personal meeting to request information on notifications, opting out. Allen will attend.
Steve: what was statewide loss of bees in Maryland last year? MSBA should be leading, not on sidelines. No motion.

Meeting Adjourned: Linda made a motion to adjourn, Debbie seconded. The meeting adjourned at 9:10 PM,

Next Board Meeting: (Suggested) Friday, January 13, 2017
